Should I just keep my mouth shut?

Keepin' the story short, My roommate is an awful tattooist, even though he is licensed. Were friends with our neighbors and the parent is gonna let his teenager get a tattoo from him. I don't want any drama but I feel bad and want to intervene, because i know for a fact the kid's gonna end up with a jacked tattoo. Should I talk to the parent or just not say anything?
